St Pauls and Stokes Croft Riots

Early this morning about 200 people ran riot across the streets of Bristol, mainly in St Pauls, but also along Stokes Croft/Cheltnam Rd. Cars were torched and windows smashed as disillusioned youth expressed what they think of the Big Society.

The riot started just after midnight, with groups of young people, with many in masks congregating on the streets around St Pauls. While the police sealed off the area around Cabot Circus, people moved onto Stokes Croft, where a couple of bins were set alight and several bottles were thrown at riot police as they began to form lines. The crowd, probably numbering around 200 people was moved off Stokes Croft and along Ashley Rd and City Rd and into St Pauls. In St. Pauls several cars were torched, and the police were pelted with bottles, bricks and other projectiles as lines of riot police moved the crowds around the narrow streets. After 2am the confrontation seemed to have largely died down, with the crowd having dispersed into smaller groups melting away into the backstreets and homes.

London Continues Burning: Riots Spread Across London as Croydon, Peckham, Lewis, Hackney, Clapham and Camden Affected Severely

According to London Indymedia: On the third day of the unrest in London people started to report clashes with the police in Hackney and Lewisham, around 6pm clashes with police were reported from Peckham Rye area. In Hackney people started to smash windows along Mare Street. There have also been running skirmishes and large fires reported in Croydon this evening. At 9pm there are also reports from, Catford, Ilford, and Clapham Junction.

By 11pm the list has grown to now include; Old Kent Road, Ealing, Harlesden, Woolwich, TowerBridge, Stepney, Chalk Farm, Camden, Colliers Wood, Catford and East Dulwich. See list and map of over 30 locations unconfirmed. Elsewhere in the UK there have been reports of trouble in Handsworth in Birmigham, St Paul’s / Broadmead in Bristol, Trinity Way in Salford and Toxteth in Liverpool. |

Rioting is continuing in Hackney after hundreds of people ripped through shops, attacked buses and took on Met police earlier in the day.

Mare Street, the main road connecting Hackney to the City was at the centre of the disturbance, seeing windows put in at several of the larger stores including JD, the local opticians and an attempt at Ladbrokes. The local jewellers was also picked out for looting.

Further out, bins had been turned over and set on fire to form makeshift barricades on the corner of Pembury Road and Downs Park Road in an attempt to hold off police vans, while the Morning Lane Tescos was targeted through a side door by around 100 people.

Police efforts initially concentrated on taking control of the area around Hackney central station, running up to Dalston Lane and down to Well Street. As the situation came under control there, they gradually filtered officers out to deal with disturbances elsewhere in the borough. |

Riots spread across Britain

London is seeing its third night of rioting tonight, whilst disturbances spread across the country. There are reports of clashes with the police in Birmingham, Manchester, and now Liverpool. It’s now clear that even those of us who predicted that these events would spread have underestimated the sheer scale of the feelings that are driving people to the streets in significant numbers.

The riots have forced David Cameron to cut his holiday short, and it is likely that we will soon know how the state decides to respond to these uprisings.

In the meantime, I repeat the point I made after the initial rioting in Tottenham;

A riot is not a tactic, carefully thought out and influenced by political debate, but a phenomenon. No amount of carefully-worded calls for calm or “I understand the anger but…” weasel words will stop a similar situation from arising again. It is an explosion of anger, fear, frustration, helplessness, into destruction. To stand back and argue that it was the wrong approach is to step out-of-touch from events as the unfold in the real world. It happened, and in all likelihood it will happen again.

There’s no doubt that a lot of what is happening is at least counter-productive. Against that, stories of anarchists in some areas discouraging looting and putting out fires are welcome. Likewise similar reports of Turkish and Kurdish people in Toxteth assembling to defend the area from looters. But if we’re not on the ground to engage in such acts then making moral distinctions is a pointless exercise. A riot is neither right nor wrong. It is simply inevitable when people are so angry, so desperate, so scared and alienated, that the only choices open to them are despondency or violence.

I’m not going to be able to sleep tonight, that much is certain. I’m far too wired. Neither, I suspect, will a lot of other people. There’s a sense that we’re witnessing something important, though what will happen next is almost impossible to call. Whatever the case, if you’re near to the rioting, stay safe.

In the ashes of a riot

Last night, Tottenham was ablaze. Today, the media is as officialdom closes ranks to pin blame on a “criminal minority” and ignore the class anger boiling over across Britain. Already, with the dust barely settled, a narrative built on convenience rather than fact is being billed as truth. It is vital that this is challenged, and people remember what actually happened last night.

To begin with, I’m not going to get into the whole business of condemnation and blame. A riot is not a tactic, carefully thought out and influenced by political debate, but a phenomenon. No amount of carefully-worded calls for calm or “I understand the anger but…” weasel words will stop a similar situation from arising again. It is an explosion of anger, fear, frustration, helplessness, into destruction. To stand back and argue that it was the wrong approach is to step out-of-touch from events as the unfold in the real world. It happened, and in all likelihood it will happen again.

As to why, we know that the immediate catalyst was the shooting of Mark Duggan by police on Thursday night. Following from the news of his death, a number of people – reports vary from 120 to around 500 – gathered outside the local police station. They were demanding answers, asking for someone to come out and speak to them.

The Daily Mail reports that the catalyst for the trouble was a 16-year-old girl throwing something at police. They retaliated by attacking her with shields and batons. The crowd surged forward in anger as a result of this, and the ensuing clashes had soon enough become the full-scale riot that we all saw on television. Far from the police narrative of the vigil being “hijacked by mindless thugs,” it seems quite clear that the police had at least as much of a hand in starting the riot as anyone and that simmering class conflict did the rest.

But it would be simplistic to presume that the whole thing hangs on one death at the hands of police and one stone thrown by an angry youth.

As Dave Hill notes in the Guardian;

Tottenham forms the core of the borough of Haringey, where a fast-rising total of well over 10,000 people are claiming jobseeker’s allowance. In Tottenham itself, recent government figures showed there were 54 people chasing each registered employment vacancy. It would be wrong and unfair to damn the place as a slough of blight and turpitude, but the long, main Tottenham High Road provides few obvious outward signs of prosperity.

Worklessness and its associated subcultures are becoming more deeply ingrained, with Tottenham and neighbouring Edmonton recently failing in a bid to be made a economic enterprise zone and attempts to regenerate the White Hart Lane area threatened by the desire of wealthy Tottenham Hotspur Football Club to move elsewhere.

Despite a small fall in reported crime in the year to June 2011 compared with the previous 12 months, Haringey saw an increase in burglaries and an alarming rise in robberies against the person – up from 884 offences to 1,204.

Edmonton, which lies just across the borough border in Enfield, has become grimly associated with fatal stabbings of teenagers in recent years. Spending cuts have led to Haringey closing eight of 13 youth clubs with reductions in community police officer numbers soon to come: small sticking plasters that help stem the flow of blood in a city where violence against young people has long been rising ominously.

In such a climate, an event such as the shooting dead by police of 29 year-old father of four Mark Duggan on Thursday night is more likely to provide in some minds, especially young ones, a pretext, a rationale or an opportunity to jettison any respect for the law or regard for fellow citizens and let rip.

Of course, the liberal perspective on this says that such a “rationale” is wrong-headed. The police need only to “show that justice is being done” in order to restore calm. People “think they are overpoliced as criminals and underpoliced as victims,” and if we can show this as wrong then they will stick to “peaceful protest” as the outlet for their frustrations.

But the fact is that more and more people are having their illusions in social democracy shattered. On the sharp end of capitalism, they can see its reality. In ALARM’s words, “an economically bankrupt society, people being pushed out of their homes by gentrification, the NHS is being privatised, schools failing our children. Transport, food, shelter, electricity all utterly unaffordable. All of this is held in place by the murderous force of the Metropolitan police.”

This reality compounds a sense of alienation, frustration, and powerlessness. Politicians say what they need to when elections are coming, but none of them speak for working class and no matter how your vote is cast nothing ever changes. The left talk of fighting the cuts, but with an obsessive, insular focus on public sector unions and tactics such as A to B marches that continue to achieve nothing they have little relevance to those at the sharp end of austerity. Or of capitalism in general. This leaves a vacuum, within which the only options are despondency or violence – and it’s the mark of someone who’ll never have to face that choice to condemn someone for choosing the latter.

Then there’s the police. Since 1998, 333 people have died in police custody, without a single officer ever being convicted. Thugs like Delroy Smellie know they will never have to face justice. Cynthia Jarrett‘s death sparked the last Tottenham riots. Blair Peach, Jean-Charles de Menezes, Ian Tomlinson, and Smiley Culture are just some of the more high-profile deaths at police hands.

On the other side of the law, much lesser crimes by Charlie Gilmour, Francis Fernie et al have fallen foul of politically motivated sentencing. Even anti-fascist action warrants jail time. Not to mention that youths hanging out on the streets and football fans can tell you of police heavy-handedness just as readily as protesters. Ultimately, there is no shortage of resentment for the police, and once you learn what their true role within society is, it is hard to un-learn it.

Not that any of this will seep its way into the mainstream narrative, of course. There will be some acknowledgement of the underlying causes from more liberal commentators, but only in the name of understanding condemnation and an offer of social democratic illusions to placate the seething masses. Conservatives will go beyond the bounds of the absurd, accusing everyone who acknowledges anything beyond evil as a cause of masking up and joining in themselves. Stories of how “Twitter fuelled the riots” will continue to circulate, and the distinction of “peaceful citizens” and “criminal minority” will persist.

But this will not alter reality. It will not stem the rising tide of resentment and alienation across the working class. It will not stop the next riot from erupting when the right spark is created. When that happens, there will be a simple choice. Either we take the side of a working class in revolt or we take the side of the state.

Σημειώσεις για τις ταραχές στο Λονδίνο

Απ’ τις δηλώσεις μιας συγγενούς του 29χρονου Mark Duggan, δολοφονημένου από την αστυνομία, στo Τόττεναμ: “Το παιδί δεν ήταν βίαιο. Εντάξει, ήταν ανακατεμένος με διάφορα πράγματα, αλλά δεν ήταν επιθετικός άνθρωπος. Δεν είχε πειράξει ποτέ κανέναν…” και “Όσοι θυμούνται τις καταστροφικές συγκρούσεις του παρελθόντος θα είναι αποφασισμένοι να μη ξαναγυρίσουμε εκεί.”

Το Τόττεναμ ήταν το επίκεντρο των προλεταριακών ταραχών του 1985, με πρωταγωνιστή την “μαύρη κοινότητα” που ήταν και η πλέον καταπιεσμένη, έχοντας απέναντί της μια καθημερινότητα όχι μόνο ανεργίας και διακρίσεων αλλά και καθημερινών ελέγχων και παρενοχλήσεων από την αστυνομία. Έκτοτε έχει μεσολαβήσει μια εικοσαετία κατά την οποία μεγάλο κομμάτι της μαύρης νεολαίας έχει ενσωματωθεί στην εγκληματική οικονομία, με συνέπεια τη διάλυση των προηγούμενων σχέσεων εντός της “μαύρης κοινότητας”, και ένας εκσυγχρονισμός των αστυνομικών τακτικών στη λογική του “διαίρει και βασίλευε” (έλεγχοι για τους αυθάδεις νεαρούς, τυπικότητα και ασφάλεια για τους νοικοκυραίους ιδιοκτήτες -ακόμα και στη διάρκεια των ταραχών δεν παρέκκλιναν απ’ αυτό το μοτίβο). Έχει δημιουργηθεί έτσι ένα ρήγμα στο εσωτερικό της κοινότητας που καθιστά εκ των πρωτέρων δύσκολη την συνύπαρξη διαφορετικών ομάδων απέναντι στην καταστολή. Για παράδειγμα, μέλη συμμοριών (για τα οποία οι λεηλασίες είναι μια εν δυνάμει κερδοφόρα επιχειρηματικότητα) με μη-μέλη (που ενδεχομένως δίνουν προτεραιότητα στη “διαμαρτυρία”), μέλη συμμοριών με μαγαζάτορες-νοικοκυραίους κλπ, μέλη διαφορετικών συμμοριών μεταξύ τους (ήδη έχουν αναφερθεί δύο τέτοια μαχαιρώματα κατά τις ταραχές) κοκ.

Η υπέρμετρη καταστολή και συκοφάντηση κάθε πρακτικής αμφισβήτησης της αστυνομίας -δηλαδή της κύριας κοινωνικής παροχής του σύγχρονου κράτους- αφήνει μια τραυματική διάσταση στη θύμηση των περασμένων ταραχών που ανακαλούνται στην μνήμη ως πηγή μπελάδων και συμφορών αντί για καύχημα προσωπικής υπερηφάνειας και ταξικής δύναμης.

Αυτήν τη φορά η καταστολή είναι ασφαλώς καλύτερα προετοιμασμένη, μιας και τα think tanks της εδώ και καιρό προειδοποιούσαν πως οι περικοπές σε κοινωνικές παροχές, κέντρα νεότητας κλπ θα ανοίξουν τον δρόμο για ταραχές, ενώ το Λονδίνο προετοιμάζεται και για τους ολυμπιακούς αγώνες του 2012.

Σάββατο 6/8: Αυθόρμητη “ειρηνική” πορεία, 200 περίπου ατόμων, συμπεριλαμβανομένων και συγγενών και γνωστών του Mark Duggan, 29χρονου πατέρα 4 παιδιών που έπεσε νεκρός από αστυνομικά πυρά την περασμένη Πέμπτη. Η αστυνομία κάνει λόγο για ανταλλαγή πυρών, ωστόσο ο κόσμος υποψιάζεται ότι η αστυνομία απλώς εκτέλεσε έναν ακόμη φτωχό μαύρο, όπως παρατηρεί ένας ειδικός της αστυνομίας “σ’ αυτές τις ώρες έχει πιο πολύ σημασία η διαίσθηση του πλήθους, κι αυτό είναι κάτι που η αστυνομία δεν μπορεί να το ελέγξει αποτελεσματικά“. Η κινητοποίηση συνεχίζεται μέχρι το βράδυ, όπου αρχίζει να κατεβαίνει ένα πιο νεολαιϊστικο και οργισμένο πλήθος. Μετά από μια φημολογία ακόμα ανεπιβεβαίωτη, για σπρώξιμο από αστυνομικούς μιας 16χρονης κοπέλας που όρθωσε το ανάστημά της απέναντι στις γραμμές τους, οι διαδηλωτές αγριεύουν και αρχίζουν να εμφανίζονται τα πρώτα μπουκάλια και μπιτόνια με βενζίνη. Η ταχύτητα που διαδόθηκε αυτό το αμφιλεγόμενο περιστατικό και οι εμπρηστικές παρενέργειές είναι ενδεικτικά μιας γερά θεμελιωμένης αντίληψης για τον ρόλο της αστυνομίας: “Οι άνθρωποι νιώθουν την αδικία του φόνου του Mark. Όλοι γνωρίζουμε τί εστί αστυνομία και μέχρι πού μπορούν να φτάσουν, και δεν πιστεύουμε τις ιστορίες τους για τις συνθήκες του θανάτου του“, θα δηλώσει μια κάτοικος στη Guardian (http://www.guardian.co.uk/uk/2011/aug/07/tottenham-riots-peaceful-protest). Επιπλέον, όταν έφτασαν έφιππες και εξοπλισμένες με σκύλους και ειδική ανάρτηση αστυνομικές δυνάμεις, έγιναν υποδεκτές με βρισιές και γιουχαϊσματα, ακόμα και από τους παραδοσιακούς συντηρητικούς εβραίους κατοίκους της περιοχής.

Μόλις σκοτεινιάζει, γύρω στις 8:20μμ δυο παρκαρισμένα περιπολικά πυρπολούνται με κοκτέιλ μολότωφ, από κόσμο μέσα απ’ τη διαδήλωση. Ακολουθούν συμπλοκές όπου κυρίως μαύροι νεολαίοι παίρνουν στο κυνήγι τους αστυνομικούς. Εμπρησμοί περιπολικών, λεωφορείων και καταστημάτων γύρω από το αστυνομικό τμήμα του Τόττεναμ, επιθέσεις με μολότωφ, πυροτεχνήματα, πέτρες και τούβλα. Περιορισμένες λεηλασίες (κυρίως στο Tottenham Hale Retail Park). Πιτσιρικάδες εμφανίζονται με σακούλες και καροτσάκια τα γεμίζουν πράγματα και τρέχουν πίσω στα δρομάκια προς τις γειτονιές. Αναπτύσσονται αστυνομικές δυνάμεις της Territorial Support Group γύρω απ’ το αστυνομικό τμήμα του Τόττεναμ, που δέχονται επιθέσεις με μπουκάλια και μικροαντικείμενα.

Γύρω στην 1:30 την νύχτα, ειδησεογραφικά συνεργεία του BBC και του Sky News δέχονται επίθεση. Οι λεηλασίες συνεχίζονται, με στόχο αλυσίδες καταστημάτων με κινητά τηλέφωνα, είδη υπολογιστών, αθλητικά, υποδήματα κοκ. Στα H&M διαδραματίζονται οι πιο απίθανες σκηνές, με “πελάτες” κάθε ηλικίας να δοκιμάζουν ρούχα και να γεμίζουν τσάντες με αυτά της προτίμησής τους, κάποιοι καλύπτοντας πρόχειρα το πρόσωπό τους μ’ ένα φουλάρι, οι πιο πολλοί χωρίς ιδιαίτερη βιασύνη διαλέγουν αυτά που τους αρέσουν περισσότερο. Αναφορές σε εφημερίδες για εφήβους που καυχιόνταν στους δρόμους για τα “καινούρια ακριβά τζην” που σήκωσαν. Αφιλόξενοι οι δρόμοι για τα τζιπάκια της αστυνομίας που κάνουν παράπονα για κατοίκους που φωνάζουν “δολοφόνοι” καθώς περνούν τρέχοντας από δίπλα τους για να κατευθυνθούν προς κάποιο σημείο ταραχών. Προλεταριακές εκπτώσεις 100% και στο Currys και σε αρκετά πολυκαταστήματα του κεντρικού δρόμου του Brixton. Δυνατή μουσική ακούγεται από ανοιχτά παράθυρα ενώ οι λεηλασίες συνεχίζονται.

Κυριακή 7/8: Νωρίς το πρωί, ομάδες νέων προχωρούν σε λεηλασίες καταστημάτων στο Τόττεναμ και στο γειτονικό Haringey, ενώ η αστυνομία ασχολείται με το να αποκαταστήσει την πρόσβαση και να καθαρίσει την Tottenham High Road, επίκεντρο των ταραχών, ώστε να σβηστούν τα σημάδια που άφησε πίσω της η προηγούμενη νύχτα. Στη θέα των πυροσβεστικών οχημάτων και των σειρηνών, οι εξεγερμένοι δεν καθηλώνονται σε μια σύγκρουση με τις υπέρμετρες αστυνομικές δυνάμεις αλλά αποσύρονται βορειοδυτικά όπου λεηλατούν ένα σούπερ μάρκετ (Aldi) και στη συνέχεια το παραδίδουν στις φόλες, μαζί με παρακείμενο κατάστημα χαλιών που αναφλέγεται θεαματικά. Ανάλογα σκηνικά και στο Wood Green. Φέρνουν καρότσια απ’ το σούπερ μάρκετ και ακόμα και αμάξια για να μεταφέρουν τα “λάφυρά” τους. Στα διπλανά στενά, κάποιοι κατεβάζουν βιτρίνες με βαριοπούλες και κλωτσιές, ενώ στήνονται πρόχειρα φλεγόμενα οδοφράγματα από κάδους και σκουπίδια και παραπέμπουν τους αυτοκινητιστές σε άλλους δρόμους. “Copycat riots”: αλυσιδωτές ταραχές αναπαράγονται στο Enfield, στο βόρειο Λονδίνο, όπου 200αριά εξεγερμένοι κατεβάζουν βιτρίνες στη High Street, πρόχειρα οδοφράγματα και περιορισμένες λεηλασίες. Η αστυνομία έφτασε στο κέντρο της πόλης γύρω στις 6:30μμ μετά την επίθεση κουκουλοφόρων νεαρών -κατά κύριο λόγο κοριτσιών- σε παρκαρισμένα περιπολικά, ενώ έγιναν δεκτοί με τούβλα και μπουκάλια από άλλους εξεγερμένους (μια τακτική που θυμίζει τις ενέδρες στα γαλλικά προάστια και στην Αλγερία). Κυνηγητό και συγκρούσεις κράτησαν στα στενά για ώρες. Ενέδρα σε αστυνομικούς και περιορισμένες συγκρούσεις και λεηλασίες και στο Brixton, στα νότια.

Τα ΜΜΕ ανακοινώνουν πάνω από 100 συλλήψεις, ενώ τουλάχιστον 34 μπάτσοι έχουν σταλεί στο νοσοκομείο.

Δευτέρα 8/8: Η υπ. εσωτερικών (Home Secretary) Theresa May επέστρεψε στο Λονδίνο απ’ τις διακοπές της για να καλέσει “τους κατοίκους του Λονδίνου που κατέστησαν σαφές ότι δεν υπάρχει καμμιά δικαιολογία για τη βία, και όλα τα μέλη των τοπικών κοινοτήτων να συνεργαστούν εποικοδομητικά (newspeak: βλ. καταδώσουν) με την αστυνομία για να φέρει αυτούς τους εγκληματίες ενώπιον της δικαιοσύνης”. Η Scotland Yard (που μετράει ήδη τραυματίες) κάνει λόγο για “μικρές και ευκίνητες ομάδες” που “ψάχνουν να κλέψουν πράγματα”, ενώ κατηγορεί το twitter και τις “ιστοσελίδες κοινωνικής δικτύωσης που χρησιμοποιούνται για να οργανωθούν τόσο υψηλού επιπέδου πράξεις απληστίας και εγκληματικότητας”. Ωστόσο, πολλές απ’ τις αναρτήσεις που αναπαράχθηκαν αφειδώς στο twitter και στο facebook αποδείχθηκε ότι ήταν αναληθείς ή παραπληροφορητικές, καθώς αρκετοί χρήστες είτε “φαντάζονταν” ότι είδαν ή έκαναν διάφορα, είτε αυτά όντως έγιναν αλλά σε εντελώς διαφορετικά μέρη. Η αστυνομία τριγυρνάει στο Brixton συμβουλεύοντας τους μαγαζάτορες να παραμείνουν κλειστά για την ημέρα. Η Daily mail κυκλοφορεί με πρωτοσέλιδο “200 αναρχικοί λεηλατούν”, ενώ ήδη απ’ την 1η Αυγούστου ο αναρχισμός έχει συμπεριληφθεί σε φυλλάδιο της μητροπολιτικής αστυνομίας ως τρομοκρατική απειλή πλάι στην Αλ Κάιντα, για την δε ύπαρξη αναρχικών στη γειτονιά τους, οι κάτοικοι καλούνται να ενημερώσουν την αστυνομία… Φυσικά αυτό το μέτρο δεν αντανακλά τόσο τον φόβο του καθεστώτος για τη δημοφιλία των “αναρχικών ιδεών” όπως δήλωσε ένα μέλος του βρετανικού αναρχικού κινήματος στα ΜΜΕ, όσο ένα εργαλείο διαχείρισης της εξεγερσιακής δραστηριότητας, η οποία αποδιδόμενη στους “αναρχικούς” αφενός θα επιβαρύνει περισσότερο τυχόν αναρχικούς συμμετέχοντες ή συλληφθέντες που θα μπορούσαν να προσδιοριστούν ως αναρχικοί (και να χρεωθούν κατά συνέπεια ολόκληρο τον αντιτρομοκρατικό και ποινικό κώδικα), κι αφετέρου επιδιώκει τη σύγχυση και την καθήλωση γύρω από μια συζήτηση για τις πολιτικές ταυτότητες και τα δημοκρατικά δικαιώματα, όταν η “συζήτηση” και οι όροι αυτής, αυτή τη στιγμή τίθενται απ’ τους εξεγερμένους.
